No platform administrator is configured

The administration surface is not configured: set ADMIN_USER_IDS or ADMIN_EMAILS to the account id or email address of at least one platform administrator. Until then, no account is authorized.

Until an administrator is configured, every account is refused. This surface never falls back to “any signed-in account”.
